Date Posted: 12/6/2021 9:53:49 AM DOTD to expedite replacement project, reduce costs through closure of LA 1 Caddo Lake Bridge in Caddo Parish SHREVEPORT, La. – The Louisiana Department of Transportation and Development announces that the project to replace the Caddo Lake Bridge on LA 1 in north Caddo Parish will be expedited by approximately one year and include a significant cost savings through the closure of the existing structure. The $18.2 million replacement project is currently in the utility relocation phase, which began on October 1, 2021, and includes 300 days for AEP SWEPCO to move their utilities that are located in the project limits. The existing bridge, built in 1940, has recently had the load posting lowered to 5 tons after inspection and structural review. Due to the condition of the structure, the closure is not only a cost and time savings to the project, the decision to close the bridge encompasses safety concerns for the traveling public. The closure is scheduled to take place on Wednesday, December 22, 2021. Advanced warning signage will be in place to alert motorists ahead of the scheduled closure date. This will allow the timeline for the replacement project to be reduced by about one year through the elimination of several traffic phasing sequences and required mobilization. Additionally, the closure of the bridge will result in a substantial savings in the overall cost of the project. The new timeline will move up the anticipated completion of the bridge replacement to Summer 2023, depending on weather conditions. The primary detour routes will be LA 538 and LA 169 through the Town of Mooringsport.

These closures are necessary for the installation of Traffic Detection Devices. These closures are subject to change due to adverse weather conditions. Wednesday, January 25, 2023 1:04 PM Baton Rouge – Unexpected settlement discovered during construction of the LA 1 replacement bridge over the Intracoastal Waterway in West Baton Rouge will cause construction delays. The project could be delayed up to 10 months because of excessive settlement of the piles under each of the 17 new bridge columns. There will be no impacts to the travel lanes on the current LA 1 bridge and construction delays on this project will not cause further inconvenience to the traveling public. Motorists should continue to be aware of construction vehicles and equipment adjacent to LA 1 throughout the project and always use extreme caution when driving through work zones. After the settling was discovered, geotechnical personnel from DOTD and the contractor determined that additional or longer piles was an option to lessen the excessive settling. In lieu of adding more or longer piles, this issue will be mitigated using an alternative soil improvement technique called low-mobility grouting, whereby grout is injected into the ground beneath the piles to compact loose soils. This $57.7 million project, which began in April 2022, will replace the current southbound bridge with a new bridge that will be constructed on the west side of the existing structure, in addition to realigning Ernest Wilson Drive and LA 1 to connect with the new bridge. The second phase, which is scheduled to go to bid after Phase 1, will remove both of the existing original bridges and construct a new northbound bridge, as well as replace frontage roads on the south side of the bridge. EMERGENCY CLOSURE on LA 1, Plaquemine Effective immediately, the left lane Southbound of LA 1, between LA 77 and Meriam Street in Plaquemine, will be shut down to traffic until further notice. The right lane shall remain open. This closure is needed for repairs to the roadway due to a sinkhole that has formed at the above location. This was caused by a leaking sewer pipe. It is expected that temporary repairs will happen tonight, August 23rd, and that the lane will re-open tomorrow morning, Wednesday, August 24th. The lane will likely close again on Saturday, August 27th, when permanent repairs should happen, and the lane should re-open later that day. Permit load restrictions during these closures will be up to 12 feet wide, and no heavy loads; anything over, please contact the Permit office. The Louisiana Department of Transportation and Development advises motorists that LA 1 will have alternating lane closures, in both Northbound and Southbound directions, from the Intracoastal Bridge to LA 75 beginning Thursday, June 3, 2021; and will remain in effect until further notice. These closures will take place from 7:00 pm to 4:00 am Monday thru Friday and from 7:00 pm Friday to 4:00 am Monday in the Southbound direction, and from 8:00 pm to 5:00 am Monday thru Friday and from 8:00 pm Friday to 5:00 am Monday in the Northbound direction. These closures are needed to patch, mill, and resurface the roadway. Permit load restrictions will be up to 12 feet wide; anything over, please contact the permit office.
